Will vacuuming my penis make it larger?

Is it true that regular use of vacuuming devices increase penis size?

A: Dr. Dean: I'm afraid it is a little bit true. The vacuum causes swelling and edema [an accumulation of fluid], which will make your penis look bigger temporarily. It will not cause a permanent change. This is the same effect you would get if you left a rubber band around your wrist for awhile; your hand would swell.
